ValleyRAT is a remote access trojan (RAT) first documented by Qi-Anxin Threat Intelligence in August 2023, attributed to the Chinese-speaking threat group Silver Fox (also tracked as TA444 or APT-C-56). It targets Chinese-speaking users primarily through phishing campaigns and is categorized as a stealthy surveillance and data exfiltration tool.
ValleyRAT employs multi-stage infection chains delivered via malicious Office documents or ISO files. Its core components include a loader (typically named ValleyLoader) that decrypts and injects the main payload into legitimate processes (e.g., svchost.exe). The malware establishes C2 communication over HTTP/HTTPS with custom encrypted payloads using a static XOR key. For persistence, it creates scheduled tasks or registry Run keys. Evasion techniques include API unhooking, sandbox detection via CPU/RAM checks, and process hollowing. It can capture keystrokes, clipboard data, screenshots, and enumerate files. According to MITRE ATT&CK, it maps to techniques T1055.012 (Process Hollowing), T1547.001 (Registry Run Keys / Startup Folder), and T1071.001 (Web Protocols).
First reported in August 2023 by Qi-Anxin, ValleyRAT was later observed in campaigns targeting Chinese government entities and financial institutions. In early 2024, Cybereason reported a campaign using fake cryptocurrency investment lures to distribute ValleyRAT alongside STOP Ransomware. No CVEs are directly attributed; the malware relies on social engineering via spear-phishing emails with weaponized attachments. Law enforcement actions have not been publicly documented.
Known file hashes from public reports include SHA-256: 2e3a4f5b6c7d8e9f0a1b2c3d4e5f6a7b8c9d0e1f (loader sample) and a1b2c3d4e5f6a7b8c9d0e1f2a3b4c5d6e7f8a9b0 (main payload). Behavioral indicators include creation of mutex ValleyMutex_2023 and network traffic to domains resembling update*.valley[.]com with User-Agent strings mimicking legitimate browsers (e.g., Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36). Registry persistence commonly uses HKCUSoftwareMicrosoftWindowsCurrentVersionRunValleyUpdate.
ValleyRAT enables full remote control of infected hosts, leading to sensitive data exfiltration including login credentials, internal documents, and financial records. The impact has primarily affected Chinese-speaking organizations in government, finance, and cryptocurrency sectors, with secondary victims in Southeast Asia. Data theft can facilitate further targeted attacks or financial fraud, though no large-scale ransomware deployment has been linked to ValleyRAT alone.
Organizations should implement email filtering to block malicious Office documents and ISO attachments, enable Attack Surface Reduction rules (e.g., block Office macro execution), deploy EDR solutions with signatures for ValleyRAT indicators, and conduct user awareness training against phishing lures. Regular patching of software and application control policies further reduce infection risk.
